Daniel's been turning over the Eli Cohen story since the Netflix series, and he's landed on something that's been nagging at him. The documentary gives you the legend, the man in Damascus, the parties, the eucalyptus trees on the Golan. But what actually killed Cohen, the mechanism, the counter-surveillance, gets maybe ninety seconds of screen time. And Daniel's question is basically, what does the radio spectrum look like when two intelligence services are fighting an invisible war inside it, using Cohen as the case study.
And it's a brutal case study, because the official story and the document trail have now split in two completely different directions. Mossad's own chief stood up in twenty twenty-two and said, quote, Cohen was captured simply because his transmissions were intercepted and triangulated by the enemy. He called it an intelligence fact. But the most rigorous independent researcher on this, Noam Nachman-Tepper, went through the Syrian interrogation records and the testimony of the officer who actually broke down the door, and his conclusion is that there's very little chance the Syrians ever located the signal.
So before we even get to the physics of direction finding, we're dealing with two mutually exclusive stories about whether direction finding happened at all.
Right. And that's what makes it a teaching case. It's not just about how you triangulate a transmitter. It's about how the legend of triangulation becomes the official history, because it's cleaner than the alternative.
Cleaner meaning what?
The alternative is that Cohen was burned by a human contact. A friend named Majeed Sheikh al-Ard, who was already under Syrian surveillance because he'd been tied to the American embassy. In December sixty-four, al-Ard introduces Cohen to a man named Rosolio, who was actually Franz Rademacher, a Nazi war criminal living in Damascus. The Syrians were already tailing al-Ard and Rademacher. They see this new friend show up. They follow him home. They break into his apartment on January twenty-fourth and find the transmitter. And Nachman-Tepper's argument is they had no idea he was a Zionist spy until that moment.
So the radio didn't kill him. The dinner party did.
Maybe. And if that's true, the entire framing of Daniel's question shifts. He asked about the invisible battle in the radio spectrum. But the most damning possibility is that there was no battle. The spectrum may have been silent the whole time, and Cohen died because he shook hands with a Nazi in front of the wrong people.
That's the part that would keep me up at night if I were running a training program. You spend months teaching an agent to compress his transmissions, vary his schedule, keep his head down. And then the thing that gets him is a friend of a friend at a social call.
Let's pull the radio side apart anyway, because even if Nachman-Tepper is right, the radio side is still the official story, and it's worth understanding why it's plausible. Cohen transmitted in Morse, high frequency, from a small transmitter in his apartment in Abu Rummaneh. That's the embassy district in Damascus. His operator, a man identified only as A, said years later that Cohen transmitted daily, always at eight thirty in the morning, in encrypted French.
Same time every day.
Same time every day. If you're hunting a transmitter, that's a gift. You don't need to monitor twenty-four hours. You set your receivers up at eight twenty-five and you wait. And if you've got direction-finding equipment, you take a bearing the moment he keys up.
And the bearing tells you what, exactly?
It tells you a line. A single direction-finding station gives you an azimuth, a compass heading toward the signal. With one station you know he's somewhere along that line. With two stations separated by some distance, you get two lines, and where they cross is your approximate location. Three stations, you get a triangle, and the transmitter is inside it. That's the triangulation part.
So the Syrians would need at least two, ideally three listening posts around Damascus, all taking bearings at eight thirty in the morning, simultaneously.
And that's the first practical problem. Direction finding on high frequency is not like finding a cell phone. HF signals bounce off the ionosphere. A bearing you take in Damascus might be pointing at the sky, not at the building. The signal arrives from all kinds of angles depending on the skip. So you need fairly sophisticated equipment and trained operators to make sense of what you're hearing. And the standard story says the Syrians had Soviet-made tracking equipment and Soviet experts helping them.
That's the Russian angle everyone remembers from the documentary.
The documentary leans into it hard. And it's not entirely invented. Cohen himself reported in his coded messages that a hundred and fifty Soviet military experts had arrived in Damascus. A Soviet signals specialist named Boris Lukin was there around the same time. There's even Soviet-era film footage of Cohen walking down March twenty-ninth Street that Lukin apparently shot. So the Soviets were present and they were doing signals work. But here's the thing. I went looking for a primary source that names a specific Soviet direction-finding unit deployed against Cohen, and there isn't one.
What do you mean there isn't one?
I mean the story that Russian experts triangulated his transmissions is one of four competing versions that were circulating by twenty nineteen. One version says a Russian officer exposed him. Another says the Indian embassy detected radio interference nearby. A third says Egyptian intelligence passed a tip. A fourth says Syrian intelligence chief Ahmed Suweidani just did old-fashioned detective work. The Russian triangulation story is the one the documentary picked because it's cinematic, but it's not established.
And Mossad's twenty twenty-two statement says triangulated by the enemy, but doesn't say Russian.
Doesn't name the equipment, doesn't name the unit, doesn't say how many stations. Just triangulated.
Let me ask the obvious question. If Cohen was transmitting at eight thirty every morning from the same apartment for months, why would you need triangulation at all? Wouldn't a guy with a handheld receiver walking the streets eventually notice that the signal gets stronger in Abu Rummaneh?
That's the thing about the fixed schedule. It's not just a gift to direction finders. It's a gift to anybody with a radio and a map. You don't need Soviet expertise. You need patience and a lot of walking. And the fact that he transmitted from an apartment building in an embassy district, an area full of foreign diplomats and government offices, that's a high-traffic zone for counterintelligence anyway.
So the tradecraft error, if there was one, isn't that he was triangulated. It's that he made himself findable.
And the Mossad chief explicitly rejected that. Barnea said the theory that Cohen transmitted too often or was pressured by handlers is wrong. He said it was simply interception and triangulation. Which is strange, because the fixed schedule is the kind of thing that makes interception and triangulation work. You can't have it both ways. Either the schedule made him vulnerable, or the schedule didn't matter because he was found another way.
Unless the schedule was the point. What if the handlers wanted him transmitting daily because the intelligence was that valuable, and they accepted the risk?
That's the trade-off every intelligence service makes. Cohen's reporting was extraordinary. His operator said the short messages were of extreme importance, that they helped determine Israel's destiny before the Six Day War. If you're getting that kind of material, you might decide daily transmission is worth the exposure. But that's a human decision, not a technical one. And it means the radio was a calculated risk, not a failure of engineering.
Let's talk about the radio itself. Daniel's audience is full of people who know what a QRP rig is. What would Cohen have actually been using?
This is where the Netflix series becomes a teaching tool in the wrong way. The show depicts him with what one radio reviewer called a transistor AM radio circuit board, tiny batteries, and no antenna, sending Morse from Damascus to Israel. Any ham watching that scene laughed. You cannot push a continuous wave signal from Damascus to Tel Aviv with a transistor radio board and no antenna. It's not a matter of skill. It's physics.
What would he actually have needed?
A proper HF transmitter, even a low-power one, something on the order of a few watts. A matched antenna, probably a wire dipole or a long wire hidden in the apartment or strung along the balcony. And a power source. The transmitter the operator described was tiny, but tiny in nineteen sixty-five terms still means a substantial piece of equipment. You're not hiding it in a cigarette case.
And the antenna is the hard part to conceal.
Always. The antenna is the part that has to be outside, or at least near a window, and it's the part that radiates. You can hide the transmitter in a false wall. The antenna has to see the sky. In an apartment in Abu Rummaneh, a wire antenna would be visible to anyone who looked up at the right moment. And if the Syrians were doing physical surveillance, which Nachman-Tepper says they were, the antenna is the thing that gives you away when they search the flat.
So even if the radio never betrayed him on air, the physical hardware betrayed him in the room.
And that's the inversion I keep coming back to. The standard story says the spectrum gave him up. The revisionist story says the spectrum was never the problem. The problem was the hardware in the apartment, found by men who followed him home from a meeting with a Nazi war criminal.
Let's steelman the official story for a minute. Say the Syrians did have Soviet direction-finding gear. What would that gear have looked like in sixty-five?
The Soviet Union had been building HF direction finders since the fifties. They had mobile units, van-mounted, with loop antennas and rotating arrays. By the seventies they had the Pelikan system, which was a two-channel HF direction-finding receiver, quite good for its time. But the Pelikan came later. In sixty-five, you're looking at earlier gear, probably a single-channel receiver with a directional antenna that an operator turns by hand while watching a signal strength meter.
So the operator sits there, turns the antenna, watches the needle, and when the needle peaks, that's the bearing.
It's slow, it's manual, and it requires the target to stay on the air long enough for you to sweep. A short Morse burst of a few seconds might not be enough. You need the signal to hold still while you rotate. If Cohen was sending short messages, compressed, encrypted, a few minutes at most, the window for taking a bearing is tight.
Which argues against the triangulation story even more. If he's on the air for ninety seconds at eight thirty, you need multiple stations all ready, all taking bearings in that same ninety seconds, all getting usable results despite ionospheric skip.
And all of this in an urban environment. Damascus in sixty-five is not an empty plain. Buildings reflect signals. Power lines generate noise. A bearing taken from the edge of the city might point in the wrong direction entirely because the signal bounced off a government building before it reached your antenna.
So the official story requires a level of technical coordination that the Syrians might not have had, even with Soviet help.
It's not impossible. It's just not as clean as the word triangulation suggests. And that's my problem with how this story gets told. Triangulation is a word that makes it sound like a solved problem, a matter of geometry. The reality is that HF direction finding in an urban environment in nineteen sixty-five was messy, slow, and uncertain.
What about the radio silence angle? The standard account says the Syrians observed a period of silence to flush out illegal transmissions. What does that mean?
The idea is that if you suspect a spy is transmitting, you shut down all your own official radio traffic for a period, so the spectrum goes quiet. Then you listen. Any signal still on the air is, by definition, not yours. It's the spy. It's a smart move, and it works if you have the discipline to keep your own operators off the air.
But that's a counterintelligence move, not a direction-finding move. It's how you detect that a spy exists, not where he is.
Right. And that's a distinction the popular story blurs. Detecting a signal and locating a transmitter are two different problems. The first is easy. The second is hard. The Syrians might well have known an illegal transmitter was operating in Damascus. That doesn't mean they knew it was in Abu Rummaneh, apartment four, third floor.
So the spectrum might have told them someone was there, and the human surveillance told them who.
That's the synthesis that makes the most sense to me. The radio didn't point a finger at Cohen. But the existence of an illegal transmitter put Syrian counterintelligence on alert. They started watching. They watched the wrong people, or the right people, depending on how you look at it. And the break came from human contact, not from a bearing line.
Let's talk about the last transmission. Mossad released the text of Cohen's final cable in twenty twenty-two. What did it say?
It was dated January nineteenth, nineteen sixty-five, five days before the Syrians broke in. It was a report on a Syrian General Staff meeting with President Amin al-Hafez. So Cohen was still transmitting high-level political intelligence right up to the end. The cable itself was normal. Routine. Nothing in it suggests he knew he was compromised.
So either the Syrians were already listening and let him transmit five more days to gather evidence, or they had no idea and the break-in came from the surveillance tail.
If they were triangulating him, why wait five days? You've got the location. You raid. Unless you're building a case, or unless you want to catch him mid-transmission for the propaganda value. The Syrians claimed they caught him in the act, but Nachman-Tepper's sources say they found the equipment, not the man at the key.
The propaganda value matters. The Syrians hanged him in Marjeh Square in May sixty-five. They wanted a show. Catching him with the transmitter in his hands is a better story than finding it in a cupboard.
And the story they told the world became the story Israel eventually adopted. That's the strange part. Nachman-Tepper's book is called Eli Cohen Open Case, and it's based on Syrian intelligence documents and the testimony of the officer who led the raid. He's not some fringe theorist. He's a serious researcher. And his conclusion is that the Syrians didn't know Cohen was a spy until they searched the apartment.
So why would Mossad, in twenty twenty-two, insist on triangulation?
That's the question. Maybe they have intercepts they haven't released. Maybe the twenty twenty-five document haul from Syria, the twenty-five hundred documents and personal items they recovered, maybe that settled it internally. Or maybe triangulation is a better story for the agency. It says our man was caught by enemy technology, not by a failure of our own tradecraft.
A failure of tradecraft would be a human error. A friend. A meeting. A handshake. That's a lot harder to explain to the widow than enemy triangulation.
And Cohen's widow Nadia was still alive when Barnea made that statement. He was speaking at the Eli Cohen Museum in Herzliya, with the family present. Telling them he was caught because the enemy had better technology is a very different emotional experience than telling them he was caught because a friend introduced him to a Nazi.
The friend didn't know, presumably.
Majeed Sheikh al-Ard was probably innocent in the sense that he didn't know Cohen was a spy. He was just a Syrian businessman who knew Rademacher and knew Cohen. The Syrians were watching him because of his American connections. Cohen walked into that surveillance net by association.
That's the nightmare scenario for any handler. Your agent does everything right on the radio, and then he goes to dinner at the wrong house.
And it's the scenario that never makes it into the training films, because you can't train against it. You can train an agent to vary his transmission schedule. You can't train him to never meet anyone.
Let's go back to the radio operator for a second. The man identified as A. He said Cohen transmitted daily at eight thirty. That's the smoking gun for the tradecraft failure argument. Why would a trained agent transmit at the same time every day?
We don't know that the eight thirty claim is accurate. It's one man's recollection from forty years after the fact. Memory compresses. Maybe Cohen varied his schedule and the operator remembered the most common time. Or maybe the handlers set the schedule because they needed to be listening at a set time. Two-way radio contact requires both ends to be on the air. If the home station only listens at eight thirty, the agent has to transmit at eight thirty.
So the fixed schedule might have been an operational necessity, not a mistake.
And that's the thing about tradecraft. What looks like carelessness from the outside is often a constraint imposed by the system. The home station has limited operators, limited hours, limited power. The agent transmits when the home station is listening. That's how it works.
Unless the home station is listening continuously.
Which Israel might not have had the resources to do in sixty-four. The Mossad was small. Military intelligence was stretched. Maintaining a continuous listening watch for one agent in Damascus might not have been feasible.
So the fixed schedule was the compromise. And the compromise created the vulnerability.
And the vulnerability might not have mattered, because the Syrians might never have exploited it. That's the irony. The one thing everyone remembers, the eight thirty schedule, might be completely irrelevant to how he was actually caught.
The Netflix show made it the centerpiece.
The Netflix show made it the centerpiece and got the radio wrong anyway. No antenna. A circuit board that couldn't possibly reach Israel. A comical Soviet direction-finding van with an operator who looks like he's tuning a radio from a different decade. The show had a budget for Sacha Baron Cohen but not for a ham radio consultant.
That's the part that would drive Daniel's audience crazy. These are people who build antennas on their balconies. They know what a QRP rig can and can't do.
The show's failure is instructive precisely because it's so common. Prestige television treats radio as magic. You push a button, the signal goes where you want, and the enemy pushes a button and finds you. The reality is that radio is physics, and physics doesn't care about your plot.
Let's talk about what the spectrum actually looks like in a city like Damascus in sixty-five. What's on the air?
Military traffic, diplomatic traffic, commercial stations, amateur operators if any, and the general noise of urban life. Shortwave is crowded. A low-power Morse signal from an apartment is a needle in a haystack of needles. Unless you know exactly when and where to listen, you're not going to stumble on it.
The fixed schedule cuts both ways. It makes the signal findable if you're looking, but it also means the signal is only on the air for a few minutes a day. The rest of the time, there's nothing to find.
That's the trade-off. A burst transmission, compressed, sent at random times, is harder to find but harder to coordinate. A fixed schedule is easier to find but easier to maintain. Cohen's handlers chose coordination over concealment.
If you were training an agent today, what would you tell them?
I'd tell them the radio is the last thing that should get them caught. Modern burst transmitters can compress a message into a fraction of a second. Spread spectrum makes the signal look like noise. Satellite links remove the need for a local antenna. The technical problems Cohen faced in sixty-five are mostly solved.
But the human problems aren't.
That's the real lesson. The technology has changed beyond recognition. The human failure modes are identical. You still have to meet people. You still have to trust someone. You still have to walk into a room where the wrong person might see you.
The Nazi war criminal detail is almost too much. Of all the people to be introduced to.
Franz Rademacher. He was a Foreign Office official who helped plan the deportation of Serbian Jews. After the war he fled to Syria, worked for Syrian intelligence, and lived under the name Rosolio. Cohen met him through al-Ard. The Syrians were already watching Rademacher because of his own connections. Cohen walked into a pre-existing surveillance operation.
The Syrians weren't looking for an Israeli spy. They were looking at a Nazi and his friends. And Cohen was in the wrong friendship network.
That's Nachman-Tepper's argument. The Syrian tail on Rademacher and al-Ard picked up Cohen. They followed him. They saw where he lived. They broke in and found the transmitter. The radio had nothing to do with it.
Which means the entire framing of the story as a radio spectrum battle is wrong.
It means the story is a cautionary tale about human intelligence, not signals intelligence. The radio was the tool. The vulnerability was the person.
Why does the radio story persist?
Because it's a better story. Triangulation is a word that sounds like science. It sounds like the enemy had a machine that found our man. It removes the element of chance, the dinner party, the Nazi, the friend who didn't know. It makes the whole thing seem like a controlled technical operation instead of a random collision of bad luck.
It's easier to teach. You can build a training module around varying your transmission schedule. You can't build one around not meeting the wrong person at a party.
Though apparently you should. The single most important piece of advice might be, if a friend wants to introduce you to a German businessman in Damascus in nineteen sixty-four, decline.
That's a narrow use case.
Narrow but fatal.
Let's talk about the twenty twenty-five document release. Twenty-five hundred documents and personal items recovered from Syria. What's in there?
The Israeli prime minister's office announced it in May twenty-five, on the sixtieth anniversary of the execution. They said it was the entirety of the Syrian archive on Cohen. Documents, personal items, the keys to his Damascus apartment, his will written hours before the hanging. It was a covert Mossad operation to retrieve it.
From Syria.
From Syria. After the Assad regime collapsed, there was a window to get things out. The Mossad took it. And the archive is now with the family.
The evidence that could settle the triangulation question exists, and it's in a family's possession.
If researchers get access, maybe. Nachman-Tepper's book was based on Syrian documents he found in archives. The twenty twenty-five haul might contain the interrogation records, the surveillance logs, the technical reports. If the Syrians did triangulate, there should be a bearing plot somewhere. A map with lines on it. If that doesn't exist, the triangulation story gets harder to sustain.
Has anyone published anything from the new archive?
Not that I've seen. The material was given to the family. Whether it becomes public is a different question. There are privacy concerns, family sensitivities, and the Mossad's own classification rules. But the existence of the archive means the answer might be sitting in a box in Herzliya right now.
That's a strange thought. The whole story might get rewritten again.
The official story might survive anyway. Institutions don't like revising their histories. Mossad said triangulation is an intelligence fact. If the archive contradicts that, does the agency update the record?
What's your best guess, honestly? Triangulation or human surveillance?
I think the human surveillance story is better sourced. Nachman-Tepper had the Syrian officer's testimony. He had the interrogation records. He traced the Rademacher connection. The triangulation story, by contrast, has never been backed by a specific document. It's assertion, repeated until it became fact.
But you're not certain.
I'm not certain. And that's the honest answer. The case is open, as the book title says. What I am certain about is that the radio spectrum is the least understood part of this story, and the part most likely to be mythologized.
Because the spectrum is invisible, so you can project anything onto it.
You can't see the signal, so you can imagine it doing whatever the story needs it to do. Pointing at Cohen. Betraying him. The reality is that radio waves are physical, measurable, and constrained by geometry and ionospheric physics. And those constraints make the triangulation story harder, not easier.
Let's give Daniel the teaching case he asked for. What should a listener take away about how this invisible battle works?
First, detection and location are separate problems. Knowing a spy is transmitting is not the same as knowing where the transmitter is. Second, direction finding is geometry, but geometry is only as good as your measurements, and HF measurements in a city are noisy. Third, the human layer is always there. The spectrum doesn't operate in a vacuum. It's woven into friendships and dinner parties and surveillance tails.
Fourth, the official story is a story. It's not necessarily a lie, but it's a narrative shaped by institutional needs. Mossad needs Cohen to be a hero caught by enemy technology. The family needs closure. The public needs a clean explanation.
The truth might be messier. Cohen might have been caught because he transmitted too predictably. Or he might have been caught because he went to the wrong party. Or both. The spectrum might have made him findable, and the human surveillance might have made him found.
That's the synthesis I keep coming back to. The radio didn't kill him, but it made him vulnerable. The human contact didn't kill him, but it made him visible. The two together were fatal.
That's the real teaching case. It's never just the spectrum. It's never just the human. It's the intersection. The signal and the handshake.
I keep thinking about the eight thirty schedule. Somewhere in Damascus, every morning, a man sat down at a transmitter and sent a message to Israel. And somewhere else, maybe, a Syrian operator was listening. Or maybe not. Maybe nobody was listening. Maybe the whole radio war was happening in Cohen's head, and the real war was outside his door.
That's the part that gives the story its weight. He thought he was fighting an invisible battle. And he was. But not the one he thought.
Hilbert: The Pelikan R-359. Nineteen seventy one. Two channel, HF, loop antenna, all manual.

Hilbert: I counted transmitters for a living in the late eighties. Not in Damascus. In the Balkans. We had a Pelikan in the back of a truck. You turn the antenna by hand and watch the needle. It works, but it's slow. A man sending Morse for ninety seconds, you might get one bearing if you're lucky.
That matches what I've read. The Pelikan was decent gear for its time, but it wasn't magic.
Hilbert: The problem was always the ionosphere. You'd take a bearing, and the line would point at a mountain. Then you'd take another bearing from the other side of town, and the line would point at a different mountain. The transmitter was in a valley between them. You needed three stations minimum, and you needed them all to hear the same skip.
The triangulation story gets even harder.
Hilbert: The story says Soviet experts triangulated him. I've done that work. It's not something you do by accident. It takes planning, coordination, and a target who stays on the air. A man sending short bursts from an apartment, you might never get a clean fix.
Which is Nachman-Tepper's point.
Hilbert: I never read the book. But I know what a bearing plot looks like. If the Syrians had one, it would be in the archive. A map with lines on it. If that map doesn't exist, the story is just a story.
If the map exists, it's in a box in Herzliya.
Hilbert: Then someone should go look at it.
The thing I keep coming back to is the version of this story that never gets told. The one where the radio worked exactly as designed. Cohen sent his messages. Israel got its intelligence. The spectrum carried the signal faithfully for years. And the thing that failed was a friendship.
That's the version that's hardest to teach, because there's no equipment to blame. You can't write a manual about not meeting the wrong person.
But that's the version the evidence points to. The radio didn't betray him. The city did.
The city is full of people. That's the part the spectrum can't solve.
